ANSWER: It was about 15 thousand yeas ago, but tough to nail down. There was little ice left by 10,000 ago when the last people were able to cross the Bering Strait from Russia to Alaska. Ice ages forced intelligence to develop more, in that the dumb ones died and the smart ones (that could adapt), lived and propagated. We are still coming out of an ice age, which is why it is slightly warming, but sooner than later it will cool again and wipe out most life unless you are by the equator. ----
At least decades (tens of years) to show any significant change, and centuries (hundreds of years) when precipitation and temperature changes stop them from building up as fast as they melt.
One glacier in Washington state, the White Chuck glacier, receded 1.2 miles in a period of 33 years, and lost half of its area in 47 years.

Glaciers had been melting all the time even in ice age. This is caused by the movement of the water lifting the glacier up and down creating a crack ripping the ice from the glacier. Then the iceberg flows away and when it reaches warmer waters it starts to melt. Glaciers had been melting even in ice age
Well, its big chunks of ice and does not melt for ages.
