There is no such thing as an average time for the passage of a bill in Congress. The time required for the passage of a bill is dependent on many factors such as the bill being tied up in committee, the amount of debate, a veto by the president or filibusters.
It could take anywhere from a few weeks to a few years.
The process tends to be faster if the bill does NOT concern appropriations, or if there is a National Emergency (like 9/11).
Appropriation bills (deals with money) tend to take longer. Controversial bills also tend to take a long time to be passed because the Senate debate has no time limit.

Often there has been a period of consultation with affected parties prior to the appearance of the white paper. When the government is ready they will present it to the House of Commons. Should the MP's pass it then they are nearly home and dry but it has to be passed to the House of Lords before it becomes law. The House of Lords can pass it, reject it, or alter it. Normally they just pass it. Rejecting it can cause constitutional issues as the House of Lords are not elected and therefore cannot prevent the 'wishes of the public' from happening. However, the white paper can be rejected three times.
As you can imagine this all takes time, which varies with the importance of the legislation. Some can take a few years but others, especially those in relation to the protection of the state can be passed in days with the cooperation of all parties.

It may take different amounts of time to pass a bill depending on how long the bill is debated or if it is vetoed but the House and Senate pass it after it is vetoed.
