Usually about three weeks. During the first week there is usually a pink discharge or droplets of blood. During the second week there is no discharge, but this is when she is most furtile. Just because you don't see a discharge doesn't mean she is done. From the first sighting of a discharge you should keep her away from other dogs for one month to prevent pregnancy.

in a way you are right dogs are on heat for around 3 weeks but will only bleed for 7 days or so the other 14 days she wont be bleeding but still have all the signs of being in season

I have minimal experience with animals, but I would say that a dog would be in heat for about 1 month at a time, especially during the regular mating season (spingtime). Some signs may not show up right away at this period of time, but it does go on for about three weeks.
