You bet it can - and it could be detected up to two or three weeks after consumption. It takes that long for all of the alcohol to filter through the kidneys and exit through the urinal tract. Alcohol adversely affects ones ability to perform any tasks in any occupation. Yes as the drug test involves taking a blood sample the alcohol will show up in the blood. In urine based or blood based drug tests, alcohol can easily be tested for, however almost all remnants of alcohol in your body are expelled in a matter of hours after you quit drinking. Which means in a matter of days it would be impossible to determine if/when you had recently consumed alcohol.

The actual answer is yes. It has been tested and proven to work in Europe and has come to the United States. It was recently used on my ex-sister-in-law and proved that she had been drinking (we all know that she had been drinking). It takes a little bit longer than a drug test but it does work and can go back up to a year, depending on how much hair was submitted (1 cm per month). Unfortunately, since it has only been used in the United States for the past 5 months (July 2008), it has not been submitted in any Court case that could make it difficult to uphold the evidence so far. This will likely change soon.
