If water has been mixed with your glue, then it's a type of PVA glue. Mixing water with it is not a good idea, as it takes longer to set and is not a strong joint. It may take up to 2-3 hours to dry to the touch, and at least 12 hours to fully cure, due to water's time to evaporate totally.
If you want good results from glue it's usually best to use them as they come.
