If you have a 4 year degree all you have to do is go to Officer Candidate School (OCS) which is 10 weeks long. At the end of OCS you will be commissioned as a 2nd Lieutenant in the Marine Corps. OCS is designed to see if you have what it takes to be a Marine officer. After receiving your commission you then attend The Basic School for a 26 week course, followed by assignment to an Occupational Specialty and training in the selected field.
If you are still in college you can sign up to go to OCS during the summer between semesters but you cannot commission until you have the 4 year degree. So this path could take a few years depending on what year of school you are in.

Warrant Officer is like any other rank, Corporal, Sergeant, staff/Flight/Colour Sergeant. so yes a Specialist can become a Warrant Officer but it will take some time.

If you wish to be an enlisted Marine then from the time you enlist until you graduate Boot Camp is about 3 months. At hat point you are considered a Marine but it is probable you will require more specialized training. You can earn a commission, become an officer, by graduating from a Military Academy, going through the ROTC (Reserve Officer Training Corps) program while graduating for a civilian University that offers that program, or through a direct commission from the Enlisted ranks. All these take at least 4 years.

It will take as long as it takes for you to take a test and complete the training process at a facility. This can range from weeks to months. A Bachelors degree in criminal justice is helpful but not required.
Becoming a police officer doesn't require a criminal justice degree. That is typically for people who will have public positions or government jobs. If you want to become a law officer it typically requires classes and field training.
