If the pictures have been backed up to a computer or the iCloud. If your iPhone is till connectible to a computer you should be able to get them that way as well. If the above fails take the handset to a specialist shop to see if they can retrieve the information.
Ensure that you also have Join any network enabled as well. If you've got everything enabled for wifi and no available networks are being picked up, then it would be best to take your handset along to either an Apple store or your network providers store to have them look at the handset, as it may be the handset that's at fault.

There really is no such thing as a "free" handset. You will have to do something in order to obtain a "free" handset. There are many websites that state you can get a "free" handset but the catch is you need to take some trial offers of certain products or you need to recommend certain products to a certain number of other people. Only once you have completed these time consuming steps, you might just get a "free" handset. You need to be very careful with such offers and you must read the fine (small) print of every thing you do or you could find you might take a trial of something that you might not want and end up forgetting to cancel the trial and then your paying for something that you did not want.

It depends on where you live and when the iPhone case is dispatched. Also, you can use online chat to ask customer care for help and tell him where are you. Then, he will tell you how long it would take base on his experience.

You can but it will take a long time.:)
how long does it take to make a crayons
No place can make an iPod Touch an iPhone. The wiring, circuit boards, and all other internal devices and software are different than that of an iPod Touch. You must pay for an iPhone to get one - you cannot turn an iPod Touch into an iPhone.
I restored my iPhone 4. It said it would take 4 hours, but it actually took a little over 2 hours. It really depends on how fast your internet connection is.
