If you want to paint over plaster it is important to let it dry thoroughly. This can take between five and ten days, and in some cases even longer. However, it will feel dry to the touch within a day or so.

About two days depending on the depth of the base coat and finish coat. Also is the this going on brick or masonry that is exposed to the outside? or lath with an air path behind it? It may take longer to dry if it's going on masonry that is an outside wall and if the outside wall is wet. Also depends on the air circulation in the home.

They dry in just a few days but you can't paint or do anything for at least 30 days for the plaster to cure.

Allow 15-30 minutes for Plaster of Paris to set, and 24 hours of dry time before painting or decorating.

Yea, why not, you could have beforehand too. the only problem is that if your house is too old then you could have a problem in your basement that causes cancer. A halogen heater emits infared radiation which is worse for you if you hang out in a basement, I know people that have died from that. But if it's not a halogen heater then absolutely!
