If you're making it from scratch there are four parts to the overall process. First, making the filling. This can take 15-30 minutes depending on the type of filling you want. If it includes meat, that will take longest since you have to cook the meat. Second, making the pasta. This takes about 15-20 minutes but the pasta dough should rest about 20 minutes more before you roll it out and cut it. Third assembling the tortellini. This takes the longest if you make a lot of them. You have to fill, seal, and twist each tortellini and then they should dry out somewhat before cooking. Overall about an hour for a large batch of tortellini. Fourth is the cooking. This is the quickest. No more than 5 minutes in boiling water.

You should steam them for about an hour. It could take longer if you have a very large batch. Check one near to top of the steamer to be sure they are done.
