I would wait about 10 days. If you rub off some of the scab the tattoo comes off. I had that happen on one of mine. You want to make sure it is healed enough so that it is set and the scab is just about gone.
I would suggest at least a week. Remember your new tattoo is an open wound and crap will get into it possibly leading to infection. Plus if you're going in a swimming pool with chlorine you will probably ruin your new ink job. Talk to any reputable tattoo shop near you and you can probably get a more detailed answer. I know with mine I had to keep them clean and washed with an antibacterial soap for a week.
You can shower approximately 4-6 hours after, right after taking the bandage off. However, do not submerge the tattoo. Wash it gently with warm water and apply a thin layer of A&D ointment and you're good to go!

You can exercise immediately after you get a tattoo - just make sure to clean it afterwards (to make sure you dont get an infection or something as a result of sweat, etc) and make sure you arent wearing any clothing or doing anything that will rub against your tattoo! Otherwise, go exercise!
I recommend waiting at least one month (preferably three) if you must tan. This gives time for the ink to "settle" into your skin, and your skin to heal.
However, exposure to sunlight and UV rays damages your skin- and therefore, your tattoo, so it's advisable to quit the habit of tanning, for the health of your tattoo (not to mention your skin in general)

If you are going in the water you could use medical tape, saran wrap, and whatever ointment your tattooist recommends for the healing process. I, personally, would put ointment on the tattoo, cover it with the saran wrap and then use the medical tape to hold it on. Doesn't sound very attractive, but it will allow you to spend time in the water and not affect the tattoo.
You can get a tattoo wet after you get it you just can't go swimming in the chlorine. The chlorine will mess the art work up! ( other words your tattoo)
You should not go into the ocean right after you've gotten a tattoo. This could cause the tattoo to not set properly.

I think showers would be okay as long as you dried it off quickly, but a lake I would say no. Pools would be chancey, because I don't think chlorine would be too good for it.

You don't say where the tattoo is. They shouldn't be swollen unless you got the tattoo under your armpit. I have 14 tattoos and never have had a problem. You may have an infection. Go see a doctor.

It is best if you wait to go swimming if you wait until the burn has healed a little. 2nd degree burns go down into the dermis, if there are any harmful things in the water, the place where you got the burn can get infected.
