Niacin will not work to clean urine of anything. But it doesn't matter in your case because one Valium tablet is going to be out of your system in three days no matter what you do, as long as you don't do any more Valium.
im not gonna even ask why you asked this.. but my answer is, it depends where you keep it.
I would say only for the second urine. Past that I wouldn't trust it. So if you don't get tested past that 2nd urine, then drink another pack of certo mixed with 64 oz. of water. And again the 2nd urine will be clean.
There is nothing that keeps your body completely clean of THC. The only way to have a clean body is not to use any drugs.

niacin is a B vitamin, used to "flush" your system of cholesterol and/or drugs. I do not know why you would want the actual niacin out of your system, rather than the unwanted substances. Check your food labels, they all have a daily dose of niacin in them. Your body naturally needs it. Unless you've overdosed on it...seek some medical attention! =) this answer is gae as f***!
Stop using, in one month as long as you stay clean, so will your urine.
