What was the key factor the encouraged Union naval forces to focus on North Carolina early in 1862?

In 1861, Union successes in their coastal campaigns in North Carolina, prompted a new campaign in 1862. In January 1862, 26 Union warships left bases in northern Virginia and sailed south to North Carolina. The goal was to take advantage of the fact that they destroyed Confederate batteries protecting various coastal inlets that could be used to run Union blockades. The final blow to the South came on April 25, 1862, with the surrender of Fort Macon.
