Phase 2 of what? If you are referring to the Battle of Britain, then it was costly to the RAF & less costly to the Luftwaffe, however it was not a Luftwaffe victory. The Luftwaffe was most successful when its raids had a smaller number of bombers and more numbers of fighter escorts than the earliest raids.
