Throughout the U.S. the answer is: Millions. However may less are being euthanized due to spaying and neutering and chipping(Putting dog's I.D. on a chip under the skin) and the efforts of volunteers helping to organize and run rescue agencies. There is still an enormous amount of work to be done. Also many hip cities and counties run low cost spay and neutor clinics. Some cities are animal friendly like San Francisco and really encourage good animal management and also promote supervised dog parks as well as low cost spay neuter and vaccination clinics. Then there are the politicians that pay more for kill shelters than a good rescue program would cost. Some also have pet education systems in their schools and on local radio and TV. This all contributes to public awareness and therefor lower kill rates.

sadly the animals at the rspca that are not wanted are put down. Or they get shifted to other pet shops or they get advertised to see if people who don't visit the rspca want them.
