It depends on the time signature. In x/4 (for example 4/4 or 3/4) there are 4 semiquavers per beat (one crotchet per beat, or two quavers, or four semiquavers). The 4 in 3/4 refers to the length of note per beat; 2 means minims, 8 means quavers, 16 means semiquavers and 32 means demisemiquavers.

So in time signature 7/32 a semiquaver would be two beats, and there would be 7 beats to the bar.

Depends on what the beat is. If it is 4/4 time that's 4 crotchets to a bar, 1 crotchet is a beat (2 quavers or 4 semiquavers to a beat). So 1 semiquaver is 1/4 beat and a dotted one is half as much again, so 3/8 beat. For other time signatures you have to again work out how many semiquavers in a beat.
