i was watching a documentary on blue whales they've been recording whales since 1986 and notice some individuals by their markings on their backs and they say theres only about 200 whales left and that they eat and mate in Costa Rica.

There are less than 500 blue whales in existence as of September 29, 2008.
The numbers of this whale are hard to determine, but it appears to be around 6500 to 10000 or more, with a trend of slowly increasing.
Where there were once an estimated 200,000 blue whales in the world's oceans, during the 19th and 20th Centuries they were hunted almost to extinction. Their numbers are now estimated by the World Wildlife Federation to be between "1300 to 2000".
We honestly don't have a good count on the Blue Whale population at this tiime. First, all Blue Whales are pelagic and very migratory. They don't pod up, and instead remain solo for a large part of their life, which makes observing and counting them extremely difficult.

What's more, there are at least 4 species of Blue Whale that are often hard to distinguish from each other, and it is not certain if they can interbreed and produce fertile offspring. There are also at least 4 populations, so even if we get a total number, the number for each population can drop far enough to make breeding-to-replacement difficult or impossible.

The best guesses are between 5,000 and 14,000 individuals in the world at large. Indications are that, since illegal Soviet fishing of Blue Whales ceased (quite some time ago), there has been a gradual increase in the overall population. Also, there is a chance we've grossly underestimated the Indian ocean population. But again -- we aren't sure. We estimate the overall blue whale population to be approximately 1% of what it was before harpoon gun whaling was developed as a harvesting technique.

As little as 10 years ago, it was generally believed that there were insufficient numbers of individuals meet and breed. Now, this is in question as the population seems to be rebounding.

If this were true, they wouldn't be on the endangered species list. In 2002, there were only 5,000 left and people are continuously hunting them today.

The official guesstimate in 2002, according to the SARA registry in Canada, is that it's somewhere between 5,000 and 12,000...but even this count is highly uncertain.

At the very least, numbers seem to be increasing, since killing them has been banned.
