There really isn't an equivalency because of the way they're smoked. When you smoke cigarettes you inhale, so you get all the good carbon monoxide and other fun chemicals in your lungs, and into your blood. Plus, cigarette smoke is acidic and it seems that pH affects the addictive quality of nicotine.

Cigars and cigarettes aren't really equivalent because they're smoked differently. You don't have to inhale cigar smoke to get the effect of the nicotine, so the carbon monoxide and tars that are so prevalent in cigarette smoke aren't a factor in cigar smoking.

Another point in cigars' favor is nicotine addiction is in large part dependent on the pH of the smoke - the more acidic the smoke, the more addictive the nicotine. Cigarette smoke is acidic. Cigar smoke is alkaline.
