Each city wishing to submit a bid makes a 30-minute presentation to the General Assembly of the Commonwealth Games Federation, which then votes on the cities. If no city gets more than 50% of the vote, the lowest-scoring city is removed from the ballot and they vote again, until there is only one remaining.

Once called The British Empire Games, the Commonwealth Games are called the "Friendly Games" because the participants share a common language, so all athletes and officials can converse with each other. It has led to the games being called the "Friendly Games."

I think the earliest that China was in the olympic games was in 1956. go search wikipedia for it and scroll down to the list of participating countries. Australia was involved in the very first of the modern Olympic games in 1896 (although this is a debatable point). They have participated in every Olympics since, one of only a couple of countries to do so.
