Four cups of flour equal 1 lb., so there are 20 cups of flour in a 5 lb. bag.

Also, two cups of sugar equal 1 lb., so there are 10 cups of sugar in a 5 lb. bag.

Four cups of flour does not equal one pound. That response is confusing weight with volume...one cup does not automatically equal eight ounces. The weight depends on the product inside that cup!

All purpose flour in general provides 3.63 cups of flour per pound.

Flour, measured after sifting, is between 3 1/2 and 4 cups per pound. So 5 lbs is between 16 and 20 cups of flour.

A cup of flour doesn't weigh 8 oz. The answer above is for liquid. The weight is based on the density of the flour. On -average- is a little over 4 cups per pound, so there is a bit more than 20 cups in a 5 point bag.
