There are thirteen districts in The Hunger Games, but only 12 participate in the annual Hunger Games.

District 1 is responsible for luxurious items. (silver, gold, bronze, ect.)

District 2 is responsible for masonry. (knives, axes, ect.)

District 3 is responisble for the inner-mechanisms of technology, which is electronics.

District 4 is responsible for fishing. (catching fish, seafood, ect.)

District 5 is responsible for power. (power lines, electricity, ect.)

District 6 is responsible for transportation. (trains, cars, ect.)

District 7 is responsible for lumber and paper. (origamis, trees, copy paper, ect.)

District 8 is responsible for textiles. (flooring textiles, wall textiles, ect.)

District 9 is responsible for grain. (wheat, wheat cereal, ect.)

District 10 is responsible for livestock. (cattle, herds, ect.)

District 11 is responsible for agriculture.

District 12 is responsible for coal mining.

District 13 is responsible for nuclear weapons. (bombs, explosives, grenades, ect.)

There were 12 districts controlled by the Capitol, there was District 13, which existed autonomously but was claimed by the Capitol to have been destroyed, and then there was the Capitol itself, which could be likened to a district of its own, but which wasn't actually categorized with the districts.
