The Fugitive Slave act was part of the Compromise of 1850. The compromise of 1850 said any new states would be free states as long as they passed the fugitive slave act. This act made Northerners turn in runaway slaves.
After the Mexican American War (1846-1848). On September 9, 1850, as part of the Compromise of 1850, California was admitted to the United States undivided as a free state, denying the expansion of slavery to the Pacific Coast.
California became a free state in 1850, ending the balance of free states and slave states. However, the slave states got a tougher fugitive slave law as a result of California's admission to the Union as a free state.

Maine, Vermont, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Ohio, Michigan, Indiana, Illinois, Iowa, and Wisconsin were free states in 1850. California became a free state at the end of 1850 as well.
