You are probably thinking of Shirley Temple, later diplomat Shirley Temple black. Shirley, as she was known worked ONLY in juvenile roles, made mostly in the depression period. She did not act as an adult, unlike, say Natalie Wood, or Judy Garland. Garland, was not strictly speaking a child actress as she was small build and was in her TEENS when (Wizard) was made in l939.

Sounds like some Shirley Temple (Cantinfloss!) stuff from the late thirties. Temple never acted in adult roles. When she reached maturity she was out of acting. It could also be a (Hallmark Hall of Fame) production of some sort with a Yuletide tone, they went for the heavily dramatic stuff. I really cannot identify the story but from the description it sounds like Shirley Temple. It could not be Judy Garland, apart from(Oz) she did not generally act in juvenile roles. It is certainly not Alice in Wonderland, Babes in Toyland or similar, sounds like some ghost-occult thing.
