The difference is the memory. 8gb will hold less songs, music, videos etc as opposed to a 16gb which is double its size. The more things you put onto your phone the slower it may run.

I have an 8 GB and I had to delete a bunch of apps on my phone because my music library is too big. I'd say all the stuff on an iPhone, not including music, takes up about 3 GB. So you have 13 Gb left for music/movies.
