Free parking at the theme parks is available for Disney hotel guests and Annual Passholders, as well as Tables in Wonderland members (after 5 PM only).

If you are looking to save on parking expenses, here is a tip: there is free parking at the water parks and downtown Disney. Drive to Downtown Disney, park close to the Cirque Du Soleil and walk to the free Disney transportation center behind the Cirque. Buses there will take you to any park you wish to visit. If you have a handicap parking pass, you can also take advantage of free valet parking at any Disney hotel and take transportation from there (handicapped guests do have to pay for parking at the parks).

Only if someone else pays for your tickets.

Disney has occasionally run promotions that gave free admission to people who met certain criteria (for example, volunteering at an approved charity for a day), but I haven't heard of any of those recently.
