Answer:
The initial crew complement was about 300, but this grew as the station gained strategic importance. By the seventh season, Odo is heard saying that over 800 Starfleet personnel could be assigned to DS9 at one time. This does not include the Bajoran personnel or the civilians who lived on the station.

According to the station's blueprints, there are about 1000 cabins on the station, so you can assume about 2000 people could live there comfortably. At one point during a crisis involving refugees, it was said that the station could accommodate up to 7000 people, but that of course is not a normal situation.
