(*INCLUDES OUT OF STATE EVACUEES COUNTED BY LOUISIANA.) Some people decided not to leave their homes as they did not want to leave valuables and belongings behind due to other people. Some people could not evacuate their homes due to the floods so they hid in their attics or on their rooftops.
