The child must be in child restraints if they are 5 years and younger or less than 60 pounds. They can ride in the front or back if they are 6 years or older or 60+ pounds as they do not need child restraints. First time offense is $100, by the way.
The concern is that a child cannot sustain the injuries to their internal organs (liver, kidneys, spleen, etc), which can be irreversibly injured in a head on or front impact crash. based on the current technologies, e.g. air bags and seat belts the child should weigh at least 110 to 115 lbs and be at least 5'0" tall in order to survive the impact of a crash

According to the NYS DMV website, a child CAN sit in the front seat of a car, but its not safe. Especially with airbags in the car. Even check out the website!
