A quart is a measure of volume in 3 dimensional space. So a cubic quart is a measure of "volume" in 9-dimensional hyperspace. A cubic foot is restricted to 3 dimensional space and occupies no volume in 9-d hyperspace.

For US residents:

There are 16 ozs to the pint, thus 32 ozs to the quart

Thus there are 31.25 quarts to the cubic foot

For UK residents:

There are 20 ozs to the pint, thus 40 ozs to the quart

Thus there are 25 quarts to the cubic foot

This is accurate for water which has a relative density of 1, it is not necessarily accurate for other liquids.
