Realistically she needs the following:

At least one pair to match every single dress/frock she posseses.
At least one pair for very hot days.
At least one pair for very cold days.
At least one pair for very wet days.
At least one pair for lounging around.
At least one pair of comfy shoes (which may also be used for lounging around but not to be confused with the same).
At least one pair to match every handbag she has.
At least one pair which she must never wear but which looked great in the shop.
At least one pair for special occassions.
Several pairs of spares.

Please note - this answer is not definitive and all of these will change with seasonal fashion - this does not necessarily mean that she will dispose of last season's shoes either.
