If you are asking how many he made in his entire life, there is really no way to know, since he was the editor of the Harvard Law Review and might have been asked to speak; or he may have given speeches when he worked as an advocate for the poor, or even when he was a law school professor. I am not sure which speech you are asking about, since presidents give lots of speeches, and Barack Obama is no exception. But this is actually a very interesting question. During a presidential campaign, a candidate may give the same speech hundreds of times, in city after city, only changing the parts where the candidate makes it local (like giving a city's name-- Hello Boston, it's great to be here!) or naming some local event (I hope you had a Great 4th of July and saw the Fireworks on Boston Harbor!). As with being a rock musician, you will do the same thing over and over, but to your audience, it is new every time you do it. SO, Barack Obama's political speeches may have been given many, many during the campaign, but a good politician makes even the same speech seem new and exciting.

But that said, there are certain speeches a president gives only once-- like his inaugural speech when he takes office, or a speech at a certain specific event like a memorial for people who died in a tragedy. And there are some speeches that are only given once a year, like the State of the Union Address, which the president gives to congress (and to the nation, which can watch or listen to it, thanks to the media).
