Habitual traffic violations. A person who receives four (4) or more moving violations in a period of 12 months, or seven (7) or more moving violations in a period of 24 months, is subject to having their license suspended. A provisional driver (under 18 years of age) who receives two (2) or less than four (4) moving violations in a period of 12 months, is subject to having their license suspended. No, once a ticket has been issued, you have received official notice of the 'crime.' That eliminates the purpose of a statute of limitations. In most cases, if you failed to appear in court, and haven't paid the fine, the court has found you guilty and recorded the judgement.

Well, it depends entirely what you were caught doing? If you committed other offenses then who knows. If you were 'just' caught driving with a suspened license then you will be booked to jail for upto three days till you are charged and bailed. The charge will be serious-even with a guilty plea, license would be revoked, I could not predict the sanction it would vary depending on so many factors. My guessimate would be a fine-+$2,000 plus court costs and/or a suspended jail sentence/custodial sentence/drivers ed course/community work.

Tickets do not fall under a statute of limitations. Once you have a ticket, you have been properly informed of the charges against you. There is no reason for it to go away. Most places purge their records every 7 to 10 years as a matter of storage.
