I don't think that any country or state would adopt this practice as it would open the election up to fraud.
In a democracy one needs to ensure that a person only votes once and to achieve this one needs to have those eligible to vote preregistered so that the fact that they have voted can be ticked off the register. (That is how you measure turnout).
