Pillars are not stoned. During Hajj Muslims perform many activities including stoning of Satan following Abraham peace be upon him as he did this in the same three places in Makkah. Muslims do the same as Abraham did but with a difference: "Abraham being a prophet saw the devil "satan" and stoned him, but we stone him without seeing him. We just immitate Abraham and our prophet Mohammed, peace be upon them all, in doing this act. Since the number of pilgrims is growing and since they throw stones in large numbers at the same time and sometimes from a distnat exceeding 10m, stones would go to the other side hitting the faces of those facing opposite direction. So putting a concrete wall will make it easier, shows where to throw stones and protects others in the other side from stones. As such, pillars are not stoned for themselves.
During Hajj pilgrims throw 49 pebbles, i have no idea why 49 pebbles though. I know they throw them at the Jamrah which represents the devil.
