On average there are about 200 cloudy days in Rochester, which is 55% of the year, meaning the the amount of sunny days there are left is 165 or 45% percent of the year. Rochester is in one of the top 10 cities for most "heavy cloud" days, where Seattle was number 1. Of course this varies, and not all of these values mean it was overcast all day.
