Tea spoons are usually used in combination with tea, and coffee spoons are most commonly in coffe cups. This is the actual difference. If you take a tea spoon into a coffe cup, it will "transform" into a coffee spoon, as there is no tea present.

Except for when one actually knows the difference and invests in specifically designed flatware sets which include the smaller sized coffee spoons. Many people may consider they drink coffee out of coffee cups because that is what their cup contains, when in many establishments and homes, coffee will be served in tea cups which are generally larger than traditional (and correct) coffee cups for the purpose.
