The constitution may be amended by the "votes" of three fourths of the legislatures or conventions of the individual states. Congress decides whether the states adopt amendments by their legislatures or state conventions. It is not as simple as "how many votes to amend the Constitution", since, individual voters do not vote for amendments.

To propose an amendment to the U.S. Constitution two-thirds of both Houses of Congress must vote in favor of the amendment. With the current composition of the Congress, the amendment must receive 67 votes in the Senate and 290 votes in the House of Representatives.
After which the amendment goes to the States for ratification and must be approved by three-quarters of the State Legislatures in order to be adopted. There is however, not Constitutional requirement for a vote tally from the States, leaving it up to each Legislature how to ratify an amendment to the U.S. Constitution.
According to Article Five of the Constitution, amendments are not PASSED by the House of Representative.
There are two way to PROPOSE an amendment; the first method is to pass a bill through both houses of Congress with a 2/3rds majority vote. The second method is for 2/3rds of all State Legislatures to request Congress convene a constitutional convention. So far, only the first method has even been used.
After a amendment has been formally proposed, it must be ratified by 3/4ths of the states - either the state legislature must ratify it (simple majority of both houses of the state), or a special state constitutional convention must pass it. Only then can the Amendment be considered "passed" and have the force of law.

An amendment becomes a part of the constitution. It's not just a law that can be repealed by passing another law, it's part of the constitution itself, and changing the constitution requires an amendment.

It takes 218 votes to pass a bill if everyone votes. There are 435 representatives and a majority ( one more than half) of those voting is required to pass a bill.
Actually, there are a limited amount of people in the Senate. Anyway, the bill is passed when there are more votes to pass the bill EX: 60 wants bill, 25 doesn't
