This is a common US commemorative, but is part of a se-tenant sheet and so is
much more valuable than the single issue commemoratives.
If you want to buy just one it will probably cost you from 20 to 30 cents at a stamp store for a used one-- 25- 60 cents for a mint copy
If you want to order it by mail, you would have to pay postage and handling in addition.
Dealers get them as part of larger lots for almost nothing per stamp- 110% face and
5 cents if used inm large lots. The money they would charge you for it is mostly for labor.
I think it is a nice stamp and I would certainly keep a nice copy for my collection. If you more than one, maybe you can trade it for another stamp from this same sheet.
I think you ought to get 10 ordinary commems. for in trade.
Not as much as it will be if we win another.
Various stamps between Scott #s 1581 and 1612 There are a couple dozen varieties and would need to know more about the specific stamp. Most used US postage stamps are worth 15 or 20 cents, the minimum amount required to catalog and stock the stamps. Unused will always be worth at least their face value. Special cancellations and different values are likely to be worth more. Consult a postage stamp catalog, usually available at your local library for exact identification and catalog values.
The value of a War Ration Book 3 is usually somewhere between $1 and $10 depending on condition. Specialized private collectors may pay a little more for unused books in mint condition.
Scott #2647-2696 A mint set of the 50 different varieties can be obtained for $65. A complete used set can be purchased for$37.50
You need to be more specific about which stamp. A lot of stamps were issued with Hitler on them. If you could narrow it down a bit, like how much it is worth, the colour, is there a border, background etc.
Dick Tracy grossed $162,738,726 worldwide.
Without the issue number and condition you'll need to refer to the Overstreet Comic Book Price Guide .

how much is a Thomas Jefferson 1801-1809 in good shape worth
First of all Dick Tracy, who is no longer in the comics ( for a good number of years) was created by Chester Gould, the cartoonist. He has nothing whatsoever to do with Walt Disney. There was a TV cartoon Dick Tracy that had foreign corresponding characters Hemlock Holmes ( an English Bulldog!) and Joe Jitsu- a Martial-arts bent Tokyo detective. This was not a Disney cartoon. Chester Gould died a long time ago and the comic strip is no longer produced. It was understood Dick Tracy was an NYPD man- but the comic strip was simultaneously run ( back in the sixties) in both the New York Daily News and the Los Angeles Times with identical story content. Sorry, Dick Tracy was never at any time or place, a Disney character.
