Microwave 2 bags of chips (can be any form of chocolate chip, butterscotch, peanut butter, etc as long as it equals 24 oz.) + 3/4 cup oil (vegetable or canola) about 3 minutes until it's fully melted and reaches a smooth texture. Pour the melted chocolate into the bowl at the base of the fountain to just before the rim. Never add hard chips to the fountain while the motors running.
If you're using pure Belgian Chocolate it's high in cocoa butter so you don't need to add oil.
When you first fill the unit with chocolate you're supposed to let it flow for 2 minutes, then switch it off..this gets rid of air gaps that might make the chocolate not flow well. If it still doesn't flow well you can add 1/8 cup of oil to thin out the chocolate.
You want to be careful about this! There are two schools of thought, one is to use as tasteless an oil as possible, such as Canola, or Corn oil. Others like the addition of flavor by using peanut oil (watch the Allergies!), other nut oils including walnut, coconut and hazelnut. I would not recommend olive oil due to the fruit flavoring it will give.

I wouldn't use chocolate chips in a fountain because there's a lot of stuff in them to make them hold together at high temperatures. If you go to somewhere like Michael's you can get "candy melts" that will be better.
The best solution for eating is, just mix the Hershey's chocolate syrup with 'Whole Foods' Original milk. That will create a perfect "Milky Chocolate" Then buy Mini Oreos or Chewy Chips Ahoy. Punch the mini oreos or Chewy Chips Ahoy and put the little pieces into the "Milky Chocolate".It will make your taste-buds happy enough to make you eat more.WARNING: It is highly addictive.

you can, but you will need to add something to make it runnier. You can add olive oil, or milk ((make sure it is warm) although other things seem to work as well. If you are going for hassle-free then probs the best is the packets you can buy in the supermarket especially designed for chocolate fountains, then nothing can go wrong.

The questions is like asking, 'how long is a piece of string?' There are a number of factors to consider. The main factor being the actual chocolate itself. "Cheap" chocolate will not contain enough cocoa butter to make the fountain flow properly.A good guide (but not necessairily accurate) is: the chocolate MUST have a minimum of 32% cocoa butter for it to even stand a chance of flowing. The higher the percentage the better (within reason!)If you put a piece of chocolate in your hand, it is not the chocolate that is melting first, it is the cocoa butter inthe chocolate that is melting.We would NEVER, EVER (even in a million years) suggest using vegetable oil in Chocolate. It will dilute the chocolate and leave the chocolate with a film of 'grease' on the top of the bowl. Why do it? Do you want to taste chocolate or vegeatble oil?The BEST, and I do mean the best thing to use is Cocoa Butter. As professional chocolatiers as well as runnning a professional Chocolate Founain hire business for all types of events, we use cocoa butter by Callebaut (a large chocolate manufacturer) called 'Mycryo'. It is pure, 100% cocoa butter.Making chocolate is a science and an art. For 400g as the question asks, I would suggest a table spoon or two of cocoa butter - it is not expensive. There are other considerations such as the ambient temperature the chocolate is in, the type of chocolate (white, dark, milk), the variety of chocolate and so on and so forth.
