In the year 2005 in the United States, First Class postage was 37 cents. It went up to 39 cents the next year on January 8th of 2006. That covered the first ounce of postage.

Rates were raised in 1995 from 29 cents to 32 cents, but I do not know the date of the increase. So the answer is 32 cents for most of the year; possibly 29 cents early in the year.
