As of 2007 the normal three section traffic signal weighs about 20 lbs.
Older ones weigh more due to metal being used instead of plastics.
A larger concern is what holds the signal up. If its a cable and it breaks it can be hazardous. If its held up by a mast arm, a serious accident could cause it to crash in the intersection. As a rule, Traffic signals are manufactured to weights and specifications that are deemed safe by the INTERNATIONAL MUNICIPAL SIGNAL ASSOCIATION. Traffic signals rarely fall on thier own.
However a storm or a wreck can cuse them to come down.
