The ROTC instructors in colleges and universities are military personnel and are paid the standard pay rates for their rank and time in grade.
ROTC cadets typically aren't paid for being ROTC cadets. However, if they drill with a Reserve or National Guard unit, they receive pay equivalent to what an E-5 in that unit would receive.
ROTC cadets really don't receive a salary. If they are on scholarship they receive a small stipend each month, I believe it is currently $150 a month. They also receive pay during their training in the summer, which is one half and O-1's pay.

ROTC is not in itself a minor. However, you can minor in whatever the main field of your ROTC branch is. For example: if you complete the full curriculum for Army ROTC, you can be eligible for a Military Science Minor, or Aerospace Studies Minor with Air Force ROTC.
