One liter is composed of 1,000 cubic centimeters (cc) . One cc, which is also the same as a milliliter (mL) of water has one gram of mass. Therefore, a liter of water has one kilogram of mass. (If the water is reasonably clean and pure, without anything dissolved in it, and the temperature and pressure are reasonably close to 'standard' values.)

At different temperatures, the density of water is slightly different. At any other temperature than 4 °C, the density of water is in fact lower. However, the change is very small, and so to a very close approximation, the mass of 1 liter of water is 1 kg at most temperatures.

On the surface of the Earth, the weight of one kilogram is 9.8 newtons (2.205 pounds). In other places, it has different weight.

Your question cannot be answered because you didn't tell us one liter of WHAT.

A liter is a measure of volume, so the weight of that volume would depend upon the density of the liquid or solid. For example, a liter of pure water weighs about 1 kilogram (2.2 lb) while a liter of Mercury metal would weigh 13.5 kg (nearly 30 pounds).
