"Mechanic" is, in some ways, both a much broader and much stricter term. Mechanic refers specifically to someone who repairs something - they may be techs, or they may just be parts changers. Technicians provide a service, but may or may not actually repair a vehicle. A lube tech is a technician, but not a mechanic. A diesel tech is a mechanic. Techs may specialize in one specific field, as well. However, the terms are often used interchangeably.
