The price of an electric bill in an economy size apartment in the East Texas area varies quite a bit. My personal charges on a 570 sq. ft. apartment in Dallas were around $65.00 last month (July). Half of the charges, however, were fees, taxes, and surcharges. My actual energy usage charges were around $32.00 with a $20.00 TDU surcharge (supposedly to cover the cost of power-line upkeep) and a $10.00 minimum usage fee. The minimum usage fee is relatively common among electric companies in Texas and, if you are looking at an economy apartment, you are practically guaranteed to have to pay it. The minimum is generally 1,000 kilowatt hours (sometimes 800), but I am yet to exceed 500kwh in one month and the minimum is the same whether your home is 500 sq. ft. or 5,000 sq. ft. Be sure to ask about this when shopping for a utility company.

If a person is emancipated from their parents they should be able to rent an apartment. They will have to meet all the requirements to rent the apartments and be able to pay for the apartment.
Good question. A person must be 18 to sign a contract in Texas, but emancipation may change that situation. Any realtor should be able to find the answer for you. There are plenty in Texas. You would probably stand a better chance of getting an apartment from a private landlord than an apartment complex. Check with the realtor.
