  • Germany spent the second-largest amount (approximately $13 billion).
  • Most OECD countries pledged to spend 0.7% of its GNI on foreign aid, but most countries (including the US) fall far short of that figure.
  • In 2008 the US spent a little under 0.2% of its GNI on foreign aid, the lowest figure out of the OECD countries. The most generous countries (and the only ones who contributed more than the required 0.7%) were Sweden, Denmark, Norway, the Netherlands, and Luxembourg.
  • OECD member countries also often inflate their (already low) contribution numbers by including emergency aid in their foreign-aid donations. For example, the US might give millions of dollars of food, water and medical aid to countries in the Pacific Islands hit by tsunamis, and then use that as an excuse to renege on its original, still un-met, obligations to give aid for road construction and so forth.

I only found a budgeted amount at the State Department website. It looks like it's about $53 trillion but I am not sure as I try to add the subdivisions and it does not add to the $53 trillion. I have attached the website and maybe you can do better.

-- the previous answer referenced $53 trillion. That's actually just under the total GDP of the United States in 2010. So that answer is highly unlikely. In 2009 our total foreign aid budget was $28 billion. Around 1% of the budget and 0.21% of the GDP. It worth keeping in mind that of that $28 billion a significant amount ($5.2B) was in the form of military purchase programs - like the $1 billion a year we gave the Egyptians and $2billion to Israel, to buy fighters, weapon systems, and the like. Humanitarian aid in 2010 was around $2B through the US Aid program. $5B in global health programs. $800M on international law and narcotic enforcement. $6.5B in economic development (of which Afghanistan got $2.2B and Pakistan $1.1B). Israel, Egypt, Afghanistan, and Pakistan are three of the largest recipients of foreign aid dollars.

The UK foreign aid budget is about 8.7 billion euro for the year of 2011. By 2014, foreign aid is suppose to reach about 12.4 billion.
