Depends, a nicer setup like GReddy or HKS, or maybe Skunk2 (my favorite) would run you in the several hundreds, but return atleast 10 hp and probably more like 20 hp, IF, your cars other parts are working well. Considering how easy it is to replace an exhaust system (for most people with tools) the price to horsepower ratio isn't bad. Think about it like this, for $1000 you can upgrade your exhaust, add a performance chip, change your air intake (cold air), and add a stabilizer or other suspension parts (but not the entire thing), and be kickin some a$$ on the street over most non-engine mod Hondas, Acuras, Colbalts, etc
