No legal tender coin in the USA is allowed to have the image of a living person on it. Clinton's face could be added after the coin enters circulation, but it was not added by the US Mint. This "coin" you have may not be a coin, but a medal, or a coin from Another Country. Without more details it's hard to determine, but chances are it has little to no collector's value for collectors of US Coins.
