There's really no way of telling since I don't know what you think of as a good bike, and if you're asking about the cost for the factory, the cost for a single guy knocking something together in his garage, or the cost for a chain of stores.
It depends what bike your looking to build and wether you want top of the range pieces, if your looking to build a dirt jumper or a mountain bike with fairly good pieces you are looking at around £400-500 if you want to build a bmx then it will be around £300-400, if you buy a cheap frame off eBay then that will save you some money.
It depends on how much assembly it needs. A department-store or mail order bicycle, brought to the shop still in its box, might cost $50 to assemble and adjust. If you are talking about a full build from a bare frame, expect more. Where I live, it would cost about $200.
