The installer itself if free, you just have to pay for the account. You start with the basic account, then if you want to become max level and see all of the content, you need to upgrade to Burning Crusade, and then Wrath of the Lich King. You will also need to upgrade to Cataclysm when it hits the servers sometime in 2010. The reason the installer is free is that you can download it right from the World of Warcraft website.
Now for the account part: the monthly fee is $15.00 (188 peso) each month if you pay it each and every month. they do have plans where you can pay for more months at a time and it is cheaper and is in the list below:
