Maybe, it depends upon the type and extent of the neglect. For example, what physical harm if any has been done to the child as related to... adequate food, housing, clothing, education, health care etc.

Child neglect can be a low classed misdemeanor and/or felony, a high class misdemeanor and/or felony.

People in certain occupations: Medical Doctors, Nurses ( including in Schools) teachers, are legally obligated to REPORT all incidents to the authorities. My Mother said this was technically required in her office job at an insurance company with an all-adult complement of employees-for this reason the requirement ( which would have required some special training seminars on how to recognize symptoms) was waived. Not many tykes at Home Insurers. She was an Industrial/Occupational nurse, though. so that is the score- Health professionals with direct access to kids- as well as teachers, are legally obligated- like Fire Laws- to report all incidents to the police or other authorities such as DYFUS ( Division of Youth and Family services- pronounced almost to rhyme with ( Diapers).
